City Clerk

The City Clerk serves as custodian of all minute books, ordinance books, resolutions and proclamations, contracts, annexation petitions and other permanent records. The Clerk attends all proceedings of the Board of Commissioners and takes and prepares full and accurate minutes for the Board’s approval. In addition, the Clerk gives notice of board meetings, prepares the board agenda and compiles the agenda package for meetings of the board, prepares legal notices, and keeps the City’s Code of Ordinances up to date and codified.

The following licenses are issued through the City Clerk Office:
Animal License
Massage Facility / Individual Masseur License

The Privilege License Tax has been repealed in North Carolina, effective July 1, 2015. As a result, no privilege license renewal applications will be mailed. Please do not remit payment for these taxes without a renewal notification.
Prior Year taxes were not repealed and remain payable. Please contact City Hall to pay your privilege license tax, only if it is delinquent. You may contact the City of Havelock at (252) 444-6400 if you have any questions about this important tax change.
