City Manager

The City Manager is hired by the Mayor and Board of Commissioners to serve as the chief administrative officer of the city, managing the day-to-day operations of municipal services and government. He is responsible to the Board of Commissioners and citizens of Havelock for the efficient administration of all city departments. The Manager carries out the duties, policies and assignments established by the Mayor and Board of Commissioners or set by the City Charter and City Code of Ordinances.

The Manager serves at the pleasure of the board, and is hired based on technical and administrative abilities. The City Manager hires and supervises all other employees and is responsible for the various operations of the city. He is the city's budget officer and is responsible for the preparation and implementation of the annual city budget. Together with his staff, the Manager prepares the budget and submits it to the Board of Commissioners who then hold public hearings to invite the citizens to review and comment on the strengths and weaknesses of the plan.

In Havelock, the city provides a variety of governmental services for its citizens. These services may be provided by the city staff or contracted out and provided by private companies or other governmental agencies.

Chris McGee

Chris began his career with the City of Raleigh in March 2009 serving as the Transportation Field Services Manager. In January 2017, Chris was appointed as the Raleigh Department of Transportation’s Assistant Director.

Chris has more than 30 years of experience in transportation, public works, planning, budgeting, maintenance, operations, and asset management, including 20 years of service with NCDOT and 2 years in the private sector. In his current role, Chris oversees all transportation maintenance including storm sewer, street and sidewalk maintenance, highway mowing, and maintenance of Raleigh’s Municipal Services District.

Chris fosters a work environment that is creative, collaborative, and empowering. His professional interests include asset management, key performance indicator assessment, alternative finance strategies, and employee development.

Chris earned his bachelor’s degree in civil engineering from NC State University. He also attended UNC-Chapel Hill – School of Government and earned his MPA at UNC Pembroke. His fields of study include Accounting, Civil Engineering, and Public Administration. Chris is also a Licensed Professional Engineer.  Chris is a devoted husband and father of two. In his free time, he enjoys the symphony, cooking, golf, hiking and traveling.
