The Chief of Police, David Magnusson, heads the Police Department, which is divided into two sections: Patrol Operations and Special Operations Division. Captain David Bratton serves as the second in command.

Patrol Division

Lieutenant Marshell Lavoie manages the Patrol Operations Division. This division consists of four base patrol teams supported by several “Flex” Officers. These teams work twelve-hour shifts to patrol the city’s districts. Patrol Operations also oversees the School Resource Officers and Havelock Animal Control. Two officers are assigned to work street-crimes including narcotics violations and supplement the patrol section.

Special Operations Division

Lieutenant Chris Morning manages the Special Operations Division which consists of: Criminal Investigations, Special Response Team, Telecommunications, Administrative Support Functions, Professional Law Enforcement Education and Training, State Training and Standards, and Community Outreach Programs.

The Special Operations Division provides a myriad of professional services which support and enhance our law enforcement and community operations. This division furnishes professional criminal investigations for the agency, including a 24-hour 7-days-a-week state of the art enhanced 911 communications center and administrative staff support. Additionally, Special Operations Division provides professional law enforcement education and specialized training services to the Havelock Police Department.

The Special Response Team is a focused tactical team that is capable of responding to high-risk missions, barricade and hostage situations and VIP/Dignitary protection details.

Within this division, we offer community outreach programs, which provide the community a full range of services. Citizen Emergency Response Team, Governor’s Highway Safety Program, and a National Law Enforcement night out event.
