The City of Havelock budget is prepared in accordance with The North Carolina Budget and Fiscal Control Act, GS 159, Art 3. Part 1. The budget is developed in consultation between the City of Havelock Management Team, the City of Havelock Finance Office and the City Manager in his capacity as Budget Officer. Directions and guidance from the Board of Commissioners are considered when appropriate and available. The City’s fiscal year is July 1 through June 30.
The budget process begins in March as departments prepare their requests. All requests are due to the Finance Office mid March. The Finance Office prepares revenue recommendations along with compiling and reviewing departmental requests. The City Manager/Budget Officer makes his preliminary recommendations and presents a balanced budget to the Mayor and Board of Commissioners the first Monday in May, at which time it is available to the public. After the Board holds budget workshops during May and June, a final recommended budget is developed. The Board adopts the Budget no later than July 1st.
