Opening a Business in Havelock?
Here are a few suggestions to get you started.

Everything can be completed with one trip to the City Hall Complex!
Check for Compliance with Zoning and City Ordinance.
(We recommend that you contact this department first)
Contact the Planning Department at 199 Cunningham Boulevard or by calling 444-6437. A privilege license cannot be issued until the business has been approved by the City’s Planning & Inspections Office.
Schedule a Fire Inspection
Contact the City Fire Marshal at 2 Governmental Ave or by calling 444-6442.
Schedule a Building Inspection
Contact a City Inspector at 199 Cunningham Boulevard or by calling 444-6413. Please remember to schedule your final inspection before opening your business.
Notify Police of Emergency Contact Numbers
Contact the Police Department at 2 Governmental Ave or by calling 447-3212. The 911 recall sheet can also be provided and completed at City Hall if you desire.

Establish Water and Sewer Service
Contact the Revenue Collections Department at 1 Governmental Avenue or by calling 444-6404 or 444-6405. For more information about our water billing procedures click here.
Obtain a Privilege License
Contact the City Clerk’s office at 1 Governmental Avenue or by calling 444-6406. This should be the last step prior to opening your business. In order to conduct business in Havelock, a privilege license must be obtained; this includes businesses that do not have a permanent business location in the City but conducts business within the City’s jurisdiction on a regular basis.
Special Note:
If your business involves serving food, please remember to contact Craven County Health Department by calling 252-636-4920. If your business involves alcoholic beverages, please remember to contact NC Alcohol Law Enforcement by calling 252-514-4720. A State permit must be obtained from the Alcohol Beverage Control Commission.
